Solid Waste Integrated Resources Plan (SWIRP) Meeting
The City of Los Angeles is releasing a Notice of Completion (NOC) for the Draft Program Environmental Impact Report (Draft PEIR) on the Solid Waste Integrated Resources Plan (SWIRP), also known as the Zero Waste Plan. The NOC is to inform the public that the SWIRP Draft PEIR has been completed and is ready for public comment from October 31, 2013 to December 20, 2013.
SWIRP is a long-range plan to meet the City’s solid waste management needs through 2030. The plan identifies various policies, programs, and facilities that will be needed to reach the City’s goal of 90% landfill diversion by 2025.
The attached NOC gives the details of public meetings, where the Draft PEIR is available, and where to submit written comments. It can also be accessed through www.lacity.org/san

Final EIR of City of Los Angeles’ Proposed Single-Use Carryout Bag Ordinance
The City of Los Angeles is proposing to adopt and implement an ordinance to ban single-use plastic carryout bags, charge a fee on paper bags, and promote the use of reusable bags at specified retailers in the City of Los Angeles. This form is to be used by the public as an easy way of submitting Sanitation Service Requests electronically. Use this form to make request regarding picking up bulky items, Metal Household Appliance Items, Brush Items, Move In / Move Out Pick Up, and/or Services Not Complete. In addition, you may also use this form to request for replacing Black/Blue/Green broken/missing/damaged containers. Requests are processed in 2-3 business days. Bureau of Sanitation Waste Hauler/Franchise Stakeholder Information Update
The City of Los Angeles, Department of Public Works, Bureau of Sanitation (Bureau) was directed to evaluate the method in which private solid waste haulers operate in the City. In 2011, the Bureau held a series of stakeholder meetings to gather input from interested parties. A summary of the comments gathered through the stakeholder process as well as copies of all the comments received are posted on the Bureau’s web site at https://www.lacitysan.org/solid_resources/recycling/services/phfi.htm. Also posted is the Solid Waste Franchise Assessment report prepared by HF&H Consultants.
The Bureau is preparing a report detailing its findings and associated recommendations. The Bureau will present its report first to the Board of Public Works for consideration. This item is tentatively scheduled to be presented to the Board of Public Works on February 13, 2012. Please visit the Board of Public Works web site at https://boe.lacity.org/dpw/ebreports for a copy of the Board Agenda.
